No. One of the admissibility of a Court of First Instance consists of a commercial or ATP certificate.

There are no specific requirements for hours, a CFI certificate is purchased, but must be under the commercial license.

EDIT: Cherokee adds important information. The rules I have mentioned a dish for everyone, but Pilot Sport. He rightly said that there are new rules for sport pilots and instructors.

No, you can do it this way. You need to ensure the commercial pilot certificate (or ATP) before they can claim the number of CFI. The trade requires a minimum of 250 hours, according to FAR Part 61 or 190 hours in accordance with FAR Part 141st

For what it costs tens of thousands of dollars today. How long this takes depends on how much money you have the flight time. It can be as a package in 90 days or less done. If you are working in their own way, can take years.

Good luck!
